Why is Army bid so nebulous?

Why is Army bid so nebulous?I must be missing something. The US Army has accepted bids for a HREE seperation plant and link to possible feedstock.  Given that, it seems really nebulous for the company to include this statement:

"Pursuant to a successful bid under the IBAS program, Ucore and Materion have agreed to jointly conduct a strategic assessment of the domestic HREE market and an engineering evaluation of related separation capabilities within the United States. Such an evaluation will consider the viability of multiple U.S. and/or U.S. allied rare earth element (“REE”) feedstock sources."

Why look all around for these things?  Seems the proposal would have been much more weighty if everything could have been linked to specifics--SMC and Bokan--a nice and neat package instead of "Gee, I don't know, but we're going to go look around to see what we can find".  From what I've read, it looks like others reference specific seperation facility and feedstock source.

I've gotta be missing something.
