Just a guess but I think back half of 2020
couple more Qs on debt reduction get it to 35 mil leaves room for what ever comes up
Then they can well afford a divy and insiders own 25% so they also want one
with debt in the 35 range they will be able to split revenue free cash flow 
in 3 they are cautiously projecting cash flow of 13.6 in 2020
 a third debt reduction 2020 4.5 mil
a  third drilling  2020 4.5 mil
a third divy 2020 4.5 mil (this allows1 cent per month divy or 2 cents for final 6 months )
I think this is how they should use cash flow so guess we will see going forward,
worst case they dont do the divy and add an extra 4.5 to drilling or debt
GXO has got solid and lean over the last 2 years while weathering the storms
2020 is looking very bright should see increased production reuced debt and higher share price
lots of positive buying of late maybe an offer is in the works ?
I also think it is strange the insiders stopped buying nov 21st
hoping back above a dollar in January still has a long way to go back to most holders break even glta
