WC would be laughing in his whiskey at the idea that it requires capital to M&A with a billion dollar company. More probable to raise a large number maybe 15-20 million in order to buy some of these smaller ones with cash, making it the mandate to spend on say 5-10 acquisitions over 2020, all or almost all on this premise. Those smaller companies want cash, not shares at this juncture. With the SP low, maybe that's the gig but the SP ain't going up for a while until the deals are struck.
