I'd think it would be different for a public company. As a director, they'd have a fiduciary duty to the shareholders, and this would seem to not be in the best interest of the company. 

To apply for the licence the Director would have had to put together a retail proposal, so the intentions would either have been to open up a competing store personally, or to try to sell the licence for profit. To me, the company either doesn't know (unlikely, since everything is posted is public and right in front of their faces), or doesn't care. If I were a shareholder I'd be calling foul. 

This company is certainly unique which is why it has continued to intrigue me, but I'm glad I continuously had self restraint as I've been tempted at multiple levels. Continual red flags.
