In principle, the House has the "power of the purse" when it comes to the origination of all bills authorizing appropriations (of funds).  However, i don't see any new legislation being required to authorize Trump to fire a few missles and/or order a few drone strikes.

I also take issue with your characterization of "very little common sense" as applied to "the current state of play in the US."   In the House, among the lunatic leftist Dems, yes - a complete lack of common sense.  To the extent your statement is a sweeping generalization, though, I believe you should stick to investment advise and insights (which are excellent, in my opinion).
