589 fairway were lottery winners. They have already posted 15 day public notice and are way ahead of JWC. It even says in the article you posted that they anticipate being the first retail store open in the area. JWC doesnt even have a building or retail licsense yet its a pipe dream to think they will open first. Being the fourth store in the region is not such a bad thing. My hometown of halifax probably has 10+ retail stores (with less population) and they are always busy.
