Info package for the blocks from GSVicA lot of good geo info can be found in the link below (courtesy @Iskyhigh of ceo.ca/nvo). This package was issued by the government (Victoria) as part of the pre-auction package?

The government may release a list of companies that put in a bid, but usually it would wait after the closing date, or even when they are ready to announce the winner(s), for fear of breaching the confidentiality of the bids (unless of course there is a leak).

It would appear that NVO and other companies (major or minor, like KZR) would throw their hats in. They may team up to submit a join-bid (and would want to keep that confidential, along with other stuff that they don't want the competitors to know). The government would have to reveal the reasons why the successful companies were selected to make sure that their decision was based on a fair (merits) basis. There may be appeals, court cases from bidders that may feel that they have not been fairly treated during the auction.

So, there is a very good chance that NVO would have its name (or with KZR, along with key finance supporters... and expertise from QH) in the running, but don't expect them to say much before the results of the auction.

As far as appeals and court cases following the auction are concerns. They cannot be ruled out, but normally people/companies don't really want to rock the government boat. There would be the next times (auctions), and  nobody wants to appear in as an unreasonably bad dude in this circle.
