Sure it could some day equal 500 million or a billion barrels BUT, first $10 a barrel is being rather optimistic for one of the most difficult locations in the world to work, even in a good location I would think a more reasonable amount would be $6.  Since when should an investor buy a stock which requires him to get top price per barrel in order to profit.  Plus, saying it could one day hold 1 billion barrels without considering the odds of success or
the likelihood of a downside.  Considering the massive risk that exists in offshore oil drilling the last thing I would do is risk $100 in a situation where the upside in a very good outcome is only $200, especially when there are plenty of stocks such as TXP or RECO where the
upside is  many multiples of the current price and the odds of success at least as good.
