I'd be interested to know if that number tracks back to a Director/Acquaintance of Westleaf.  Only reason I ask is that Westleaf submit for the Lac du Bonnet location as well, didn't "win" the lottery, however the standby retailer chosen was "Matzelle Holdings Ltd.".  Per some digging by another member a few months ago, Matzelle Holdings has 1 shareholder.  Warren Matzelle - Director of Retail Operations, Westleaf.  

It would be incredibly convenient if Westleaf turned down the Altona location after having building & location picked out, approved by town, lease signed... And then decided to back out at the last minute.  Seeing some of the numbers and spin provided by the pumpers, we're led to believe Prairie Records locations do nothing but print money so...
