I agree with you in principal, I would never manage my own company or budget like this, but I do understand why they haven't yet.

Dividend history is something that does have value, they would not want to through that value away if it believes it's production shortfall is tempory and oil prices are heading higher.

At some point when investors are not giving a company any extra value for that dividiend history, it is better to buy back your own stock at a discount though. 

Howerver, it really would be stupid for the company to cut the dividend at this point without riding out a few more quarters to see if the gamble they made is actually going to pay off.
