As I was reading this earlier today, i had the same reaction as you.  I was trying to figure out why the company would delay the inevitable.  I am guessing it is because the company gets to do a little dilution (not so little at today's prices), issuing shares instead of parting with cash.  And the shares end up in strong hands (presumably).    As well, it is possible that some of the insiders are acquiring shares in the company this discounted way (though I don't think that is the case).

Anyway, I am with you - I saw and still see no reason not to pull the plug.  On the other hand, I am an American unable to participate in the discounted reinvestment plan.  At least, though, my purchases are commission free.
