It's probably low grade, can't sell it to anyone when people want high grade.  It's probably a write off and only good for mulch is my guess.
The grow industry for the most part is just not viable any longer.

Once many of the companies pack it in and the supply/demand gets in order, prices rise, then relook at the industry a year from now.
