That's not a "player", that's one of the people who initially loaned the company money to get it started.

I'm not sure but I believe it's a "family trust" controlled by someone called Noreen Spanell, and historically the trust has owned over 10% of the company's share. Back in 2017 1009368 owned 22,000,000 shares. It looks like that trust is down to about 12,000,000 shares.

If you look at other insider action on VLNS, you'll see that almost all of the recent transactions have been acquisitions (buys) by executives in the range between $3.14 and $3.76 - Robson, Popoff, Knight, and Buysen were all buyers in January and Februrary in that price range.
