RE:Something to read on a SundayThis article subject matter is a description of the province of alberta losing money in the 1st year of a nascent industry introduction. 

Setting up provincial watrehouses, establishing the legal framework, hiring new staff, ensuring licenses are granted to those who can meet the legal obligations.Basically setting up the Province wide infrastructure.

Of course they will lose money in the infancy of an industry. Duh! .. 

Linking setting up infrastructure losses in the infancy of a new industry to that industry or specifc company going bust is a conclusion that one who might not know anything may discern.
