De Bocas will never get built in 3 years like the Jamnagar. If Nahle thinks that Pemex can do what Reliance did to build the Jamnagar refinery in three years she is totally delusional. Read the article below.
Where is Pemex going to get 75,000 skilled workers so it can work around the clock for months. What about siesta time? What about the Coronavirus? Innovative techniques? Pemex can’t even upgrade its current refineries that are operating below 40% capacity and have been promising an upgrade since AMLO was elected. Pemex has had contractors working for 9 months at De Bocas and they have not even got the site ready for construction. The Jamnagar refinery at its first stage of construction and operation produced mainly jet fuel. Also, only its first stage was done in the three years.
