RE:RE:RE:BankruptcyBuilding (straightening) rail lines for high speed trains is almost impossible due to environmental/native issues.  Even if you could overcome these issues - and you can't, it takes so many years to get shovels in the ground.  This isn't China - we don't build temporary hospitals in a few days.
