In the govt bubble world civil servants work in, nobody ever gets laid off and colleagues not showing up for work is completely normal. And most of them don't actually do anything - they don't make food, they don't farm, they don't construct buildings, they don't manufacture a product, they don't provide services that people want or need - their contribution (or lack thereof) simply isn't missed when they don't show up for work.
Therefore, putting in place measures where real businesses - that are providing goods and services that customers value - must stop doing whatever they've been doing for years seems ok from their standpoint - they don't think there will be negative consequences because there isn't in their world.
