THE GOVERNMENT SUSPENDS WHITE PAPER SUBMISSIONS RELATED TO
RARE EARTH ELEMENT (REE) SEPARATION AND PROCESSING EFFECTIVE
ON THE DATE AND TIME THAT THIS CALL IS POSTED. WHITE PAPER
SUBMISSIONS TIED TO RARE EARTH ELEMENT (REE) SEPARATION AND
PROCESSING WILL NOT BE REVIEWED. THE GOVERNMENT WILL PROVIDE
NOTIFICATION WHEN SUSPENSION PERIOD IS LIFTED.
PROPOSAL DUE DATE AND TIME: 02 March 2020, no later than 12:00 PM
Estimated Program Cost: Total program cost $80 million ($40 million
Government funding plus $40 million recipient(s) cost share).
Anticipated Number of Awards: The government envisions awarding up to one
large separation and processing cap $35M of Government funding, and one or
more small capabilities producing between 500 – 5,000 MT annually for up to
approximately $5M Government funding ability producing greater than 5,000 Metric Tons
(MT) annually for up to approximately for this Call. This is a funding profile, it is
an estimate and is likely subject to change. The Government reserves the right to
make multiple awards, a single award, or no award based on technical solutions
proposed and funding availability.
4. Schedule/Period of Performance: The Government estimates a Total
Period of performance (POP) of no more than 51 months for this Call. This
timeframe consists of an estimated Technical Period of Performance
(TPOP) of 48 months with three months allotted for generating the final
report.
II. Award Information
1. Anticipated Award Date: The entire acquisition process will take
approximately 165 calendar days, but the actual duration may vary
Solutions that include and demonstrate the
capability to separate and process additional LREE and/or HREE will
be deemed more desirable by the Government. LREE and HREE
efforts will be evaluated distinctly and as a whole.

Response: No the price for domestically produced end product will not be stabilized by the
Government under this effort.
17. Can the Government adjust the number of awards and size of awards?
Response: Yes the Government can adjust the number of awards and size of awards. As stated under the Anticipated Number of Awards on page 2 of the Call Announcement, “The
government envisions awarding up to one large separation and processing capability
producing greater than 5,000 Metric Tons (MT) annually for up to approximately $35M of
