FEDERAL PARTICIPATION IN THE NEMASKA LITHIUM PROJECT
The Canadian government should allocate resources for the infrastructure of the Nabaska Lithium Wabouchi mine and the main village of the Cree Nation of Nemaska.
 
A) The Nemaska Project would include:
• A Housing and Food Center for mining workers;
• A Cree administration sports and cultural center for mining workers and the population of the Cree Nemaska village. The latter dedicated to the well-being of the Cree and mining population;
• The construction of an electrification infrastructure to ensure greener extraction, transportation and concentration of spodumene ore;
• The use of trucking with electric motors.
• The establishment of a first model green mine (without diesel) and transport in trucks and electric trains with the involvement and collaboration of the firms Hydro-Qubec and Inergex.
• The Wabouchi mine would become a green project highly desired by PM Trudeau and Legault of Quebec.
 
B) On a pan-Canadian political level, The Nemaska Project would contrast with the brown Project of the Trans Mountain Pipeline project which transports crude and refined oil from Alberta to the coast of British Columbia. This Trans Mountain expansion project (TMX) became on August 31, 2018 a part of "Trans Mountain Corporation", a wholly owned subsidiary of the Canada Development Investment Corporation (CDIC). This company is accountable to the Parliament of Canada. Prime Minister Justin Trudeau and his Liberal government approved $ 9.3 billion for the Trans Mountain expansion project.
 
C) At the pan-Canadian political level, the Nemaska Project would overlap in harmony with The Green Lower Churchill Project which was the result of a promise and loan guarantee by the federal government in 2011 for this project in Labrador, which was completed in 2017. On April 17, 2013, the 41st Parliament voted in favor of a loan guarantee in Newfoundland and Labrador for the Lower Churchill project. The Conservative Party of Canada, the Liberal Party of Canada and the New Democratic Party voted in favor of the loan guarantee. The vote rose from 271 to 5 votes. The two Lower Churchill hydroelectric facilities at Gull Island and Muskrat Falls will have a combined capacity of more than 3,074 MW and will be able to supply 16.7 TW • h of electricity per year, which is enough to reduce greenhouse gas emissions. of greenhouse equivalent to that of 3.2 million vehicles each year. Ottawa guaranteed $ 6.2 billion for this project
 
D) At the Quebec political level, the Nemaska Project fits in harmoniously with the former Quebec Green Plan to which Prime Minister Stephen Harper had decided to give Prime Minister Jean Charest's government a big boost by granting $ 350 million. Payments have been made under the fiscal imbalance formula between the Government of Canada and those of the other provinces. In total, Ottawa would spend $ 1.5 billion on environmental initiatives in all provinces. Quebec has been demanding for months that the Conservative government respect the federal government's commitment to contribute to the funding of the Province of Quebec's Green Plan.
 
E) At the Quebec political level, the Nemaska Project fits well with that of La Grande Alliance. Grand Cree Chief Abel Bosum and Premier of Quebec Franois Legault made the announcement on 2020-02-17.The governments of Quebec and the Cree Nation signed a memorandum of understanding for an economic development agreement in long term of $ 5 billion for the James Bay territory, known in the Cree language as Eeyou Istchee. The agreement aims, while respecting the indigenous values of the region, to allow the realization of several ambitious social and economic projects. These include:
• Expansion of the rail network to reduce the negative impacts of trucking;
• The electrification of certain industrial projects in the region and the sharing of infrastructure.
 
F) Strategy for obtaining federal funding for the Nemaska Green Mine Project:
a) Encourage the Legault government to explore and use the federal program in the Pan-Canadian Framework on Clean Growth and Climate Change;
b) Work with the Minister of Innovation, Science and Industry and the Minister of Natural Resources to position Canada as a world leader in clean technology for the Nemaska Green Mine project
c) Promote the “Nemaska Green Mine” project within the framework of the Grande Alliance;
d) Request federal funding of $ 400 million to subsidize the elements explained in the “Green Mine Nemaska Project” or in the form of a loan without interest.
