A file like Bombardier would be above anybody's paygrade at BDC...before the virus, the regions such as Quebec probably had $10-25M? limit per client. Bombardier needs several billion....decision will be at PMO level IMO. Personally, I'm convinced Bombardier's future is not in Canada (Quebec yes) so might be wise to avoid any loans with conditions...
