The SISP is riddled with overriding clauses (see 11.2, 12.3, 12.4). At this stage of the game it doesn't cost much to stay "in the game". June 30th separates the "wheat from the chaff" and has the bidders "put their money where their mouth is"! Let's see what happens then. Will there be numerous bids (reasonable or just scavenger)?

I was saying that if the Bidders aren't permitted to have discussions with other Bidders and because of the NDA Bidders wouldn't be able to discuss details with outside parties, how could they combine resources... it would only leave single source, would it not?
