This is how it went down.  Luc was incented to "do deals".  Thus he wanted to do a lot of deals and pushed his team in this regard.  He acquired Stendra in 2018.  Ed came to the Company in 2018.  As you said, the submission was made in 2019.  However, I don't think you can't blame an incoming CEO for work done by the incumbent CSO on technical matters before and after the drug was licenced leading up to its submission.  Just my view.
