In theory, can't PDT and light delivery systems we use do even better?

Vaccines are made by disassembling the DNA or RNA of the element you want to vaccinate against. It is known that PDT is more effective at this process than the old UV or radiation techniques.

What if we had a photosensitizer that could have selectivity to covid19 cells, the same way we target gmb u87 high iron cells with tld1433+transferrin +  xray/nir?
 
Intersting since theory on covid19 is that the issue is more about hypoxia and iron issues in the blood and ventilation/intubation is actually hurting people.

If McFarland can find a photosensitizer that has delivery/uptake to covid19 cells then light activate leaving healthy cells,, is that not on the right track?
