The UAE ranks 33/133 (top 25%) countries on matters of food security. Accordingly, that ranking reflects a 90% dependence on other countries for food. In other words the overwhelming majority of countries are highly levered to food production supply chains existing outside of country. Covid-19 will no doubt contract the economy while forcing countries to rethink localizing supply chains - everything from food to PPE. The cost of desalinated water (as is the case in UAE)  is 5-10x more expensive than the fresh pottable water we have available to us in many parts of North America.
