That was me that posted a Sept submission date, and that was from a direct recent statement from TD. That being said, who knows exactly when it will be done. I do know that Serbia just lifted their state of emergency. Also, they just re-scheduled their elections to June 21.
Btw, I recall the 3 phases would cost in the order of 250k, 100k and ~1.5M, respectively. That is from memory, but this can easily be verified by listening to the last cc.
