Canadian govt expect businesses to be govt like. This is the difference. Look at Boeing. They ran into problems because of MAX obviously and then CoViD. Their EBITDA is around 10X BBD's. Well - at the first sign of trouble they got $13B, then $16B, then $55B (they only took $25B) at favorable rates 5% some for very long terms (40 years - that seems impossible but that's what was written) in the space of 60-90 days.. Contrast Bombardier last fall. Bellemare goes to QC meets with Finance Minister and spells out the case: we're in trouble. We can't afford the C series and we need to get our debt down. What happens? IQ takes over the Airbus partnership. VERY Good. But Ottawa does ABSOLUTELY NOTHING. And, CDPQ cook up this cockamamee sale to Alstom with nothing definitive and no money for 15 months, wtf. "Did you not hear me? We need to get our affairs in order not next year maybe. Now." And I think for Bombardier to agree with that schedule was dumb - no sense of urgency (not surprising, they looked beaten down). And reason IQ doesn't get a pass is they obviously agreed what CDPQ was doing. Then COVID strikes and now Bombardier is in deep. Why? Because those aforementioned parties were sleeping on the job a few months prior.
