They are looking for a partner on the new plant but because of the dividend cut, don't actually have to take on a partner. This puts them in a good negotiating position with prospective partners. The point is, if they do take on a partner, the money/resources the partner brings will mean that IPL doesn't have to keep the dividend at its current level. They would probably raise it, perhaps back to its old level or close to it.

So, hope they take on a partner if you don't want to wait, or wait the 1.5 years if no partner is taken on.
