Probably not Colombia as aphria stated on the earnings call they are still investing 40M to finish up Colcanna. 

"While all new material capex projects are currently on hold, we still have approximately CAD30 million to spend on our German expansion and CAD40 million to spend on our Colombian expansion."

My best guess of the 200 worker layoff would be to pick up quality workers laid off from Tilrays facilitity shut down in Lemmington and/or to hire more productive workers from the Double Diamond Farms company or its just small lay offs in each region of business totalling 200.

 

its a bit confusing as to whats going on.
