They are builing a supply to gernany and teh EU but no reason to ramp up costs until revenues start to come with them.

Also there is a lot of HR and headaches that come with expanding your business and staff by a factor of 3-5.  I would suggest a slow ramp up until requoired is the smart option.   

i imagine you would rather they use the entire space and lose millions a quarter like the rest of the industry, but it doesn't appear EVE is willing, just patient.  When europe starts accepting product we will see what the production rates are.

i'd rather they use 30% and be ready then abandon the millions spent like the idiots most are invested in.  MJV
