Management/Insider black out

Management/Insider black outI threw some cash at this yesterday just prior to news of second modeling contract just by chance. @1.62. Now I have been doing some reading and wondering what the thoughts are on insiders and management being in a trading black out during their annual and quarterly filings. Would they be buying otherwise? Is this hurting price or not much relevance anyways.
