Deletion and Delisting are entirely different. 

Stocks  can be DELETED from an INDEX.
Stocks  can be DELISTED  from an EXCHANGE

eg.  GE was DELETED  from the DJI,  an index of 30 companies.   But it still trades on NYSE  i.e. it was not delisted.

EXE was DELETED  from the  S&P TSX Composite INDEX.  It was not delisted from the Toronto Stock Exchange. 
Indexes use the terminology of ADDITIONS/DELETIONS  all the time.
