There is good reason for them to seek Safe Harbor Protection

There is good reason for them to seek Safe Harbor Protection
Dr. Copeland is being paid the equivalent of $2.22 Million in shares for a 30 % interest in a non-revenue producing company
And
will be paid an undisclosed fee for his role as chairman of Medquest’s Medical Advisory Committee.

Glencoe is a private “pre-revenue” corporation controlled by Dr. Copeland's holding company, 2451013 Ontario.

It is also declared there in one part of the announcement that:
“No finder fees are payable in connection with, and no change of control of Questcap will result from, the transaction.”

Then later in the announcement it states:
“ Finder's fees may be paid to eligible finders in accordance with the policies of the CSE consisting of a cash commission equal to up to 7% of the gross proceeds raised under the Offering.”
Just who might be entitled to that “7% of the Gross Proceeds”?
