We've all concluded that Peter is greedy and stupid. And, the CVR Board is in his back pocket. So, he must have some trust in them - not trust in the way that normal people use the word but "trust" that he has/can manipulate them into doing what he thinks will be of benefit to him. 

Perhaps an approach that might work is to focus on them. If they can see that having CVR survive without him will make him more money and them too, perhaps he could be convinced.  And, I'm sure they want to collect director's fees. 

One of my worries is that he has reason to believe CVR is doomed to fail no matter what he does, so trying to squeeze small money from it (in our view) might be a rational move.
