What he has confirmed is the extent of IQ's participation, and that this would be in parallel with external money. That all bodes well in my book. Yes, there will be substantial dilution, but we already surmised that, but at least we wouldn't be fleeced....;-) All 'that Minister' is trying to do is lower our expectations so that any inclusion of retail will feel like a win.
