The last paragraph is especially relevant:
"The largest U.S. lenders suspended buybacks in March until the end of the second quarter to conserve capital for the pandemic. Analysts aren’t expecting [buybacks] to resume until the middle of next year."
Again this is US and not Canada, but I would not be surprised if OSFI and BoC wouldn't act at least as conservatively as their US counterparts. Sometimes banks will also have to consider the optics of their actions and HCG could get into a lot of hot water if they decided to go against the current.
Hopefully, HCG will be able to grow more aggresively their book to take advantage of their strong overcapitalization if they will not be able to return capital to shareholders for potentially another year.
