Maybe they will delay the rollback. Beyond the obvious challenges in the market related to Covid they are also drilling Silver City. Maybe they are saying...

Let's wait for the results from Silver City, if they are good and we get a bump in the share price we can consolidate at a better ratio and still go into NYSE at a price comfortably beyond the minimum requirement.  Additionally we wouldn't have to give up as many shares to raise money. 

Its a risk, if Silver City doesn't get the results your going in at a 1 for 10 and money will cost far more in shares but the upside is significant. Personally I'm not adverse to this strategy if they get drill results in Aug/Sep.  Given the data they have on Silver City maybe they have a high level of confidence.
