No one here avoids discussing the mining law. Don't buy into the nonsense, do your own research. 

what is avoided by some poster is that, there was so much turmoil caused by the mining law that... 
Kabilla who signed it was essentially forced out of office. 

It is politically unpalatable to impose more punitive measures on the mining companies. 

go back and read the events that transpired in the DRC as a result of this touted law. 

Even the mine workers and communities were against Kabilla signing it. 

At least they were smart enough to know if it creates an anticompetitive environment their bright future is toast.
