Why is it trading at 21-25 CAD?

Why is it trading at 21-25 CAD?Yesterday it was trading in US @ $22-27 and I was expecting 30-40 CAD today. It seems something wrong to me and very low volume in Canada. This stock will not go any where in Canada due to bitter experiances in the past.  Very very dissappointed.

I think it will come back to rights offer price in few weeks.
