I don't think it's due to COVID-19, but more related to the economy (job losses, fear that you will lose your job, building some cash reserves for another potential lockdown) and all the restrictions related to COVID-19 (lines, social distanciation, having to rush shopping, masks, etc).

That being said, some malls are doing alright with decent spending, depends on the location.
