I was also wondering how quick or slow the HC licensing might be progressing given that many govt departments have been shuttered. With offices re-opening there will obviously be a backlog so they may be holding planting off intentionally based on that.
The other issue could be migrant workers on farms and the covid outbreak that has been reported on some farms. But I do not know if 48 goes that route. Either way, I do not believe the slow pace of planting is solely due to the hot, dry weather.
Unlike last year's all-out Hollywood-esque plantout, this year's bleak progress appears very strategic with hopefully as good or better results on less coin.

---- He does not mention growing MORE, he is just confident they will get the 12,000 again and it will be of better quality.
Since they grew a tonne of terrible weed last year the approach might be to start slow and grow the field out as demand increases.
