Yes, prices were falling down from ureasonable level, RuudinFrance mentioned misconception, and contractual vs. spot prices differences also large enough to consider. However, the expansions of few key mines are stalled for the reason. .
New projects are under-development for different reasons. Some already practically spent too much of Capex, like LAC, they won't be back if project frozen and prices are still high enough to cover Opex.
Others, like NLC are developing on expectation of eventual price increase or at least stabilizatoin on contractual level.
