Rio takes Mongolia's 34% in exchange for much needed royalty. TRQ shareholders left to rot in hell. Entree shareholders including Sandstorm will wait for royalty streams (years from now especially those from the Heruga side ?
What's to stop this from happening? Rio has given no indication they will do anything other than this (above).
