NEPR is the Spanish acronym for PREB ("Puerto Rico Energy Board"). PREB's function is to opine on the fairness of the solar contracts and their compliance with Commonwealth legislation and policy; in this case PREPA not being compliant with 20% of its energy derived from renewables. Currently they are at 3%. 

PREB needs to appear "independent" in its analysis and requires PREPA to provide PREB with whatever it requests.  Basically PREB is giving PREPA warnings (heck) about not being timely, as the PREB Chairman has stated he wants these contracts approved quickly. This is what we in the industry call bureacratic drama.

Both sides must appear independent, and not an appendage of the other. It is drama pure and simple and each side is funded by the feds, so the drama generates fees for the law firms who make those fees and in return make sizeable political donations. 

However, all sides within the government and PREPA want these projects approved quickly.

Traders are making $$$ of the drama and by stupid comments from "sweetbabyjesus" to only inflame feelings.

Aside from me working 12 to 14 hours per day for GRB since 2013 without a salary, I can spend 10 to 15 minutes per day to contribute facts and truths to this mostly honest and invested board.

I am 99.9% sure who "sweetbabyjesus" is and his comments to me are as insulting as the moniker itself, which defiles a prophet of a major world religion.  His bad, not ours. If he steps too far, he will get served a court appearance.
