It's a good bet that regulations related to the display/disclosure of timely quote data to the exchanges and the regulators have been violated.  This will result in fines and penalties.  However, my experience in the US has been that the fines are simply paid as a cost of doing business, without any commitment to improve compliance going forward.  Too much money is being made on each share traded in the dark pools on HFT platforms.  The regulators do not have the technology or manpower required to audit this activity.  They also may be reliant on the fines now to fund their other regulatory operations, so there is little incentive to stop violations.  There is also the matter of dark pool trading that is happening offshore in friendly jurisdictions that might be beyond the reach of any single nation's reg agencies.
