It's duterte.
He asks his government to talk to oceana, which they did. Whatever they talked about/ agreed was then put forward to him again. So its moving slowly in the right direction.

What annoys me greatly is the poor communication again by oceana towards us shareholders. I believe we should be allowed to know broadly what was discussed.
