Speculation on my part but why replace Schwartz if he delivered the results or had the ability to deliver them going forward? In the policized world of defence contracts, there may have an issue with him at the helm particularly with the ongoing awards challenge. They retain by keeping him on the Board of Directors as an appreciation of what he has done, his knowledge and networking he is rewared with the ability to compensate him for that without being the figure head.

Marks with his credetials is appointed on an interium basis with the incentive that if he is the one with the connections. political clout to get things done he is rewarded with the title of CEO or added to the Board, with all the pay perks and warrants associated with getting results. Speculation, but I haven't seen any discussions as to why the switch from anyone on here at this juncture.
