My non delayed timeline
Smelter announced by end of 2018
Smelter framework completed by end of 2020
Road completed by end of 2022
Mine completed by end of 2024
Mine begins making profit by 2025/2026
Now I expect delays at just about every step of the way so this is more realistic
Smelter announcement still at the end of 2018 (was actually around may 2019 but they reduced it to 2 at the end of 2018)
Smelter frame work completed end of 2021 (might be delayed with covid)

But this is highly reliant on the agreements with the First Nations and Governments. A lot of blame is put on First Nations when the government is also restricting much of these negotiations (afterall, education should of already been dealt with by the federal government as an example). This stock can still fall sideways more, but because of what is at stake and where it is located, there would have to be extreme distrust by stake holders, or a complete failure of something crucial to the project for there to be an exodus of investors.
So while I cannot say "yes or no" to investing now, once an agreement is made (and due to need, I foresee an agreement being made) - there will be extreme movement, its like a watch that is missing a couple cogs. The rest of the cogs are there but they cannot operate until the few cogs that are missing are settled in place - once they are, the clock slowly begins to "click" again.
There is risk involved here so you don't need to go "house broke" investing here but a portion of your portfolio may not be a bad idea if you can wait out the "bullshit".
