What do you mean "there is always someone else"? Yes, any company can apply to build a power project but it would take many months to prepare the application and environmental/technology assessments and then many more months after that to go through the heavily-bureaucratic approval process.  I doubt PR will want to wait years for "someone else". There is only one shovel-ready project and it's Montalva so it's just a matter of time.
