3rd party speculation

Ok so a third party wants in to the cartel. What would be the $ amount they would pay for a piece ? I also keep thinking when would be the best time to put a price or entry fee. Before samples are sent ? or in my opinion it may be best to wait until after samples are sent and NDA'S mature into contracts. I believe by waiting we get a higher price than if we let sopmeone in to early. Thoughts ?
