HELM strategy is to wait for Bank Approvals before BUYOUTHelm is wating for the bank approvals prior to engaging in buyout. 

The reason is simple.    The two mega banks which will finance close to $ 200 million, of which a significant amount is guranteed by the government progams, will help lower the risk for HELM to proceed via a buyout. 

Withou the bank financing, all of the money would have to come from HELM in a buyout.   In this manner, the first module is paid for by the banks (mostly) leaving plenty of $$$ and room to engage in buyout discussions so that HELM has access to potash for the future without having to shop around. 

It is what I would do at HELM, makes more sense than having to run around the world to lock in potash contracts.
